Rulemaking docket for Minn. R. Chapt. 4714 (non-hearing)
Permanent Amendment to Rules Governing the Minnesota Plumbing Code, Minnesota Rules, chapter 4714, Revisor's I.D. number R-04713.
The board recently incorporated by reference the 2018 Uniform Plumbing Code (UPC), with amendments. The Notice of Adoption was published March 22, 2021, and the rule will became effective Dec. 17, 2021, due to the mandatory 270-day lag period in Minnesota Statutes § 326B.13, subdivision 8. It came to the board chair’s attention that due to renumbering, when combined with the existing and soon-to-be-effective Minnesota amendments, there are some provisions of the 2018 UPC that were inadvertently retained and conflict with Minnesota amendments that were vetted by the board and the public. This rulemaking clarifies the 2020 Minnesota Plumbing Code by deleting the UPC sections that were inadvertently retained and that conflict with the Minnesota amendments.
